The levy reduces to £9 per day if the vehicle has been registered under the new Congestion Charging Auto Pay scheme. TfL admits problems with fleet congestion charge payment system ...

After a spate of overcharging and wrongly issued fines since IBM took over the system in November, TfL has finally recognised the problem, but insists it has now been fixed. Transport for London (TfL) has admitted it is aware of “some problems” with the payment system used by fleets to pay London's congestion charge. The IBM-managed system enables fleets, vehicle rental suppliers and other companies whose vehicles regularly enter the congestion zone to receive a £1 discount on the normal £8 congestion charge if they register their vehicles online. Change to London Congestion Charge

A new method of payment, Congestion Charging Auto Pay. will also be introduced. This detects how many days per month a registered vehicle has driven in the Congestion Charge Zone, and then automatically deducts a monthly payment from a specified bank account. New Greener Vehicle Discount for central London | Car Net News

After January 4, you will no longer be forced to pay the Congestion Charge in London if your automobile emits CO2 of 100g/km or less.  At present, only hybrid cars or alternative fuel vehicles are qualified for the discount, which saves a driver £8 that they would ordinarily have to turn over to Transport for London.  New rules recently announced that TfL will remove its Alternative Fuel Discount and replace it by the Greener Vehicle Discount.
